Baxter is methodical about the disaster. He follows his characters across generations and continents as each refuge is eventually overwhelmed, and he resists making the flooding feel manageable or temporary. The second book, Ark, deals with the attempt to escape to another star system. Together they form a complete story about what people do when the world they know is genuinely ending.
